Lieutenant Raymond Framstad

Lieutenant Raymond Framstad was born in Santa Cruz, CA, and moved to Ceres with his family at a young age.  Lieutenant Framstad graduated from Ceres High School in 1992 and completed his Associate's Degree in Administration of Justice at Modesto Junior College. Lieutenant Framstad started his career as a Reserve Police Officer with Modesto Police Department in 1995 and worked for Stanislaus County Sheriff Department and Livingston Police Department before being hired as a Merced County Deputy Sheriff in January 2006.

Lieutenant Framstad has worked drug-related investigations specific to prescription medication, marijuana, methamphetamine, cocaine, and heroin the majority of his 25-year career. He has many years of experience as a narcotics agent, marijuana eradication team supervisor, crisis negotiation tactical support supervisor, and field training supervisor. Lieutenant Framstad teaches courses that include drug abuse recognition, emerging drug trends, marijuana investigations, introduction to corrections, and first responder clandestine lab safety. During his time as a sergeant, Lieutenant Framstad used his training and experience to help pass the Cannabis Land Use Ordinance, prohibiting the outdoor cultivation of marijuana.

Lieutenant Framstad is the recipient of the Mark Dunakin 2016 Extraordinary Achievement Award and holds a Bachelor of Science in Criminal Management and Master of Science in Organizational Leadership from Union Institute & University. Lieutenant Framstad completed an intense eight-month educational / leadership program (Class #433) at the Sherman Block Supervisory Leadership Institute (SBSLI). SBSLI is a POST program designed to stimulate personal growth, leadership, and ethical decision-making in California law enforcement front-line supervisors. Lieutenant Framstad has completed specialized training from the California Narcotic Officers Association, California Department of Justice, Bureau of Narcotic Enforcement, and the United States Drug Enforcement Agency. Lieutenant Framstad is recognized as a narcotics expert and continues to work side by side daily in the field with his troops. He has testified as a methamphetamine expert in trials involving homicide, transportation, possession for sales, manufacturing, drug endangered children, and drug influence.

Lieutenant Framstad is currently assigned as the area commander of patrol operations of the Los Banos Jess “Pooch” Bowling Justice Center (JBS) substation. Lieutenant Framstad is also tasked with the daily operations of the Sheriff's Dispatch Center, Animal Services Bureau, Sheriff Enforcement Team, and the Field Training Program.
