IHSS Public Authority

Merced County IHSS Public Authority Registry was established to recruit, screen, and provide a referral list of potential Providers to IHSS Consumers who want to hire someone to provide them with personal and/or domestic care.

How to Use the Registry

Recipients

• The recipient or social worker must contact the Public Authority staff and provide information about the tasks to be completed, the number of authorized hours, and the recipient's preferences (gender, pets, smoking, etc.)
• The recipient's information will be entered into the Registry.
• The Registry will search for eligible providers that meet the recipient's needs.
• If there are providers that meet the recipient's needs a list of providers and their contact information will be mailed to the recipient within 5-7 business days.
• Upon receipt of the provider list, the recipient has the option to interview and hire a provider.

Providers

• Eligible providers must complete a Registry application and complete a Registry orientation.
• The provider must indicate the tasks he/she is willing to do, hours he/she is willing to work, the time of day he/she willing to work, and preferences (gender, pets, smoking, etc.)
• The provider's information will be entered into the Registry.
• When a recipient request a Registry list; and a provider meets the recipient's needs, the provider's name and contact information will be sent to the recipient for their review.

Who is the Employer

The Recipient is the employer for the purpose of selecting, hiring, and firing the Provider.

The State of California is the employer for the purpose of paying the provider.

The Public Authority is the employer for the purpose of collective bargaining with the union for negotiating wages and benefits.

Training for Recipients and Providers

Training is available to all IHSS Recipients and Providers. The trainings are voluntary and free.
