Ongoing Planning Council
The Ongoing Planning Council (OPC) is made up of a diverse set of community stakeholders, including consumers and family members, and Merced County Department of Mental Health Administration. The purpose of the Council is to make recommendations to the Merced County Mental Health Director regarding Mental Health Services Act (MHSA) programs in terms of planning and implementation.

The OPC plans and advises the Mental Health Director and staff on the planning process for each MHSA funding stream and assists with community outreach and education. This includes assessment, comment, and prioritization of strategies developed for these plans.

During implementation, the Council assesses the overall impact of the MHSA programs in transforming the current public mental health system.
